ICCIC's centralized inspection activities, focusing on inspecting ship emergency systems and operating procedures such as public address systems, steering gear, emergency power supplies, emergency fire pumps, and fire abandon ship drills. China's maritime affairs department actively cooperated to find hidden dangers of ship safety in a timely manner during port state supervision and inspection, and urged ships to rectify, prevent and control water traffic safety risks, and ensure the continued stability of the safety situation in their jurisdictions.
Prepare in advance
According to the "Notice on Carrying out the" Ship Emergency System and Procedures "Port State Supervision and Inspection Activities Centralized Inspection Activities" of the Maritime Affairs Bureau of the Ministry of Transport, the maritime department conscientiously organized the two-pronged approach to make technical preparations and publicity notifications.
The Fuzhou Maritime Safety Administration organized the inspectors to study the relevant materials of the CIC inspection, carefully studied the relevant content in the key inspection item list and centralized inspection guidelines, clarified the work requirements, and thoroughly inspected the inspection standards. The Tianjin Maritime Safety Administration combines the CIC inspection with the "100-day operation" for the prevention and control of water traffic safety risks and the supervision of hidden dangers to ensure the continuous and stable situation of water traffic safety in the jurisdiction.
Resolutely stranded for rectification
On September 1st, Tianjin “Smart Security Inspection” Innovation Studio carried out CIC inspection on a Barbados flag general cargo ship. During the boarding inspection, the security inspector focused on verifying the compliance of the 11 problem ships included in the CIC with the emergency system and procedure requirements, and found 17 defects, including, for example, the failure of the emergency fire pump to start, the fire drill not meeting the requirements, The boarding ladder does not meet the requirements and there are many detainable defects such as the failure of the company's system. Security inspectors take detention measures for the ship, and detain the ship according to the procedures and require the ship to rectify as soon as possible.
On September 1st, the Huangdao inspection team selected a high-risk vessel Maltese tanker based on the ship selection system to carry out inspections. According to the requirements of the CIC centralized inspection work, detailed inspections were carried out item by item based on the ten specific contents of the inspection list. The inspection mainly involves documents such as damage control charts, public broadcasting systems, steering gear and its alarms, emergency deployment tables, emergency power supplies, emergency fire pumps and other emergency systems, and whether the crew is familiar with fire / abandon ship drills and emergency equipment operations. The inspection found ten defects in the ship's emergency power supply and lifeboat emergency decoupling device. PSCO issued the first CIC report to the captain in accordance with the procedures and urged the ship to rectify the defects within the prescribed period. The Dagang inspection team found that during the inspection of a Liberian bulk carrier, the ship had five defects such as the damage control manual not updated in time, and emergency lighting failures at the radio control station. The ship rectified the ship in accordance with the requirements of the security inspector.
On September 2nd, when the Blue State PSC security inspection team of the Qinzhou Maritime Safety Administration carried out port state supervision and inspection on a foreign container ship, it was found that the emergency fire pump water pressure did not meet the performance requirements of the SOLAS Convention and LSA Code for the emergency fire pump. And the key crew members were unfamiliar with the emergency operation, such as the CIC special inspection defects. The inspector of the security inspection team took detention measures for the ship. This round also became the first ship stranded since the special inspection of the CIC in Guangxi.
On the same day, law enforcement officers of the Fuzhou Maritime Safety Administration carried out a centralized inspection activity of the Port State Supervision (hereinafter referred to as the PSC) on the Panamanian "EVER BEAUTY" ship docked at the Fuqing Jiangyin Guodian Terminal with the theme of "ship emergency systems and procedures", and investigated and dealt with ship fire protection. During the fire drill, the crew was not familiar with the wearing of firefighter equipment and other defects. This is the first CIC inspection carried out by the Fuzhou Maritime Bureau this year, marking the official opening of the bureau's 2019 CIC campaign.
Exploring new ways of regulation
The next day, the "Port State Supervision and Inspection and Training Simulation System" with independent intellectual property rights of Nanshan Maritime Administration passed pre-assessment by the Maritime Administration of the Ministry of Transport and has received patent application acceptance from the State Intellectual Property Office. It is understood that there is no precedent in the world for the application of virtual reality technology VR in the Port State Supervision and Inspection (PSC) field. This system has realistic and widely applied prospects, and can play a wide range of roles in many fields, such as maritime professional training, case studies, judicial proceedings, ship technology research and development, and convention development and modification.

Compared with traditional graphic training, the use of simulation systems can more intuitively show the inspection requirements and focus of various emergency equipment. The visual scene is realistic and has a strong sense of immersion, allowing students to immerse themselves and greatly improve the training Quality and effect. At present, the system has the conditions for practical drills, which can move PSC training into a virtual reality system, which can better solve the problems of restricted ship schedules and vessel types for port state supervision and inspection officers. The overall level and international competitiveness will play a positive role.
